How to make new friends

Do not miss out the first days of the semester, you might even want to consider arriving up to a week before the start of the semester. There are usually a lot of "Erasmus" events organized by a local erasmus initiative around the start of the semester. They are the perfect place to meet new people from all over the world, as almost noone knows anyone in the beginning. So don't worry it's not just you!
However when you get to know a lot of international students from different countries, the spoken language usually is English. If you want to get to know locals (e.g. for practicing the local language with some native speakers) I suggest you to join a club of something you are passionate about. Whether that is a sports club, a music group or a theater group really doesn't matter as you most likely will be mixed up with locals that share the same interest like you. And who doesn't like talking about their passions? So it is quite easy to get a conversation started and make some new friends!
